Speaker Kingi Rejects Senator’s Call for Special Senate Session on Rising Abductions

Senate Speaker Amason Kingi has declined Nyandarua Senator John Methu’s request for a special Senate session to address the recent surge in abductions across Kenya.

In a letter dated December 27, 2024, Senator Methu expressed deep concern over the increasing cases of forced disappearances, emphasizing that they infringe upon fundamental human rights, including freedom of expression, association, and the right to life and security. He criticized the National Police Service (NPS) and the Directorate of Criminal Investigations (DCI) for denying responsibility, suggesting the existence of an organized criminal syndicate operating beyond official control.

Speaker Kingi, however, cited procedural grounds for rejecting the request. He referred to Senate Standing Order 33(1), which stipulates that a special sitting can only be convened upon the request of the Senate Majority Leader or the Senate Minority Leader, supported by at least fifteen senators. Since Methu’s request did not originate from the specified leaders nor had the requisite support, it failed to meet the necessary criteria.

This development comes amid growing public outcry over a series of abductions targeting government critics. Recent incidents include the disappearances of individuals such as Billy Mwangi and Peter Muteti, who have since been reunited with their families after public protests. Despite the return of some abductees, concerns persist about the safety of citizens and the alleged involvement of clandestine groups.

Allies of former Deputy President Rigathi Gachagua have intensified pressure on President William Ruto’s administration, demanding the formation of an independent commission to investigate these abductions. They argue that the government’s silence and inaction on the matter are unacceptable and call for immediate measures to safeguard citizens’ rights.

As the debate continues, the Senate remains adjourned, with no special session scheduled to deliberate on the abduction crisis. The situation has heightened tensions between government officials and opposition figures, with citizens eagerly awaiting decisive action to address the alarming trend of forced disappearances.
